The U.S. Court of Appeals for the D.C. Circuit has ruled on the Department of Interior's request for clarification regarding an earlier decision to vacate the 2007-2012 Outer Continental Shelf oil and natural gas leasing program, finding that it does not apply to the Gulf of Mexico.
