We've reported a number of times on issues related to local regulation of oil and gas development (see here, e.g.). For example, we just reported on the recent Robertson Township decision in Pennsylvania overturning much of Act 13 (which would otherwise preclude local regulation). Here is an article from Times Herald-Record reporting on an operator's frustration with local bans in New York: "A natural gas drilling company is taking a new tack in the industry's fight against local drilling bans: It's threatening to sue if New York regulators don't step in and extinguish the prohibitions."
Fortunately, local regulation is preempted in Ohio.
