The Harrison County prosecutor has asked Ohio's Attorney General for an opinion on several questions involving "the authority of a county to enter into a multi-year, no bid contract or agreement, with a private contractor to build and maintain certain infrastructure projects and share or split the proceeds of raw water sales."
