U.S. District Judge James O. Browning of Albuquerque said Mora County's ordinance, passed by county commissioners in 2013 and designed to protect the environment, went too far. In a 199-page ruling, Browning said the county lacks the authority to supersede federal law and enforce the drilling ban on state land.
